Senior Project Manager

DEA s Bellevue, WA office is hiring for an experienced Senior Project Manager in our Water and Environment Business Unit s Environmental Planning and Compliance practice to join DEA s community of scientists, environmental specialists, and planners.
This position could also be located in Tacoma or Seattle.
DEA s Environmental Planning and Compliance (EP&C) practice specializes in natural resources management; local, state, and federal environmental permitting; Clean Water Act (CWA), Endangered Species Act (ESA) and National Environmental Policy Act (NEPA) compliance; and land use and environmental planning.
DEA works throughout Washington and the western United States on interesting and challenging projects with public and private clients, including local municipalities, counties, ports, and transportation agencies, as well as utilities and renewal energy developers.
Opportunities may exist to work on projects beyond the Washington region where DEA has offices in Oregon, California, Idaho, Colorado, and Utah.

The selected candidate will join a talented and robust environmental planning and compliance team, with a particular focus on managing and facilitating the permitting of infrastructure projects, as well as business development and marketing.

Responsibilities:
Provide expertise in local, state, and federal permitting processes in Washington, as well as knowledge of project design and construction practicesLead the preparation of environmental documents such as state and federal removal-fill permit applications, ESA compliance documents (Biological Assessments, No Effect memos), technical reports and permitting strategiesEnsure excellence in project execution for on-time, on-budget deliverables to meet or exceed DEA s and the industry s standard of careSuccessfully manage projects within budget and on schedule, and ensure submittal of high-quality deliverables to meet or exceed client expectationsManage clients to ensure regular communication, understanding of needs and priorities, and consistent delivery of quality deliverablesCollaborate with project design engineers and contractors to avoid and/or minimize impacts to environmental resources and to support permit compliance Review environmental documents and deliverables for compliance with contractual requirements as part of DEA s Quality Management standardsProvide leadership, guidance and professional development opportunities to project teams and EP&C staffWork with the Market Leader to support permitting and compliance marketing efforts throughout the region, including business development, client outreach, preparation of proposals, participation in project interviews and presentations, and attendance at conferencesWork with the EP&C Practice and Group Leaders to manage office resources and staff availability to complete existing project workPartner with Practice and Group Leaders to support employee development and career growth opportunities for project delivery staffAdhere to firmwide tools, processes, and policies including project accounting (set up, budgeting, etc.
), contracting, and quality requirementsOther duties may include staff supervision and mentoringDesired Skills:
Excellent technical writing skills and strong verbal communication skillsDemonstrated project management skills, including scope management, budget tracking, and issue identification and resolutionAbility to work in a highly flexible, team-oriented environmentEnthusiasm in providing high-quality customer serviceDemonstrated record of taking initiative, resolving problems and identifying improved procedures to ensure projects are completed successfully and client needs are metInterest in continuing to learn new skills and engage in a variety of project typesWillingness to travel for work, when necessaryExperience preparing NEPA documentation and supporting technical reports following regulatory guidelinesKnowledge of, and experience using, GIS a plusKnowledge of project development and construction practices
Qualifications:
Bachelor s degree in biology, environmental studies, planning, or related field, or master s degree in environmental sciences with bachelor s in an unrelated field10
years experience with local, state, and federal permitting processes related to land use, natural resources, and construction permits6
years experience with managing high-value projects in a fast-paced, dynamic environment, with significant client interactionExperience with tracking multiple tasks, delegating work, providing quality control reviews, and interfacing with client project managersDemonstrated project management skills, including scope management, budget tracking, and issue identification and resolutionExperience in business development, including proposal development and participation in client interviews, and significant client interactionFamiliarity with GIS
